राकामि अखिल भारतीय हिंदी प्रशिक्षण एवं रोजगार योजना
यह योजना पूरे देश में राज्यवार लागू की जाएगी। इस योजना में स्थानीय
समाचार पत्रों एवं रोजगार समाचार पत्र के माध्यम से प्रचार कर ''स्नातक
डिग्री में हिंदी विषय'' की योग्यता वाले युवकों को एक प्रशिक्षण
कार्यक्रम के लिए आमंत्रित किया जाएगा, जिसे बड़े शहरों में आयोजित किया
जाएगा। प्रत्येक शहर/गांव से प्राथमिकता के आधार पर उन युवाओं को
प्रशिक्षण के लिए चुना जाएगा जिन्होंने स्नातक डिग्री तो किसी तरह हासिल
कर ली है परंतु वांछित योग्यता न होने के कारण कहीं भी जॉब प्राप्त नहीं
कर सके हैं। वे स्नातक डिग्री धारक होने के कारण पारिवारिक व्यवसाय करना
नहीं चाहते और अपनी जरूरतों के लिए गलत संगत में पड़ गए हैं या पड़ने की
संभावना है। चुने गए युवाओं को उचित प्रशिक्षण दिया जाएगा तथा राकामि की
प्रशिक्षक टीम में एकमुश्त वेतन (रू.10000 अथवा यथोचित) प्रतिमाह पर
शामिल कर लिया जाएगा। वे राकामि के राकामि अखिल भारतीय हिंदी प्रशिक्षण
योजना में प्रशिक्षकों के रूप में काम करेंगे। इससे न केवल उन युवकों को
रोजगार मिलेगा जो परिवार के लिए बोझ बन रहे हैं बल्कि उन्हें बुरी
संगत/गलत कामों से भी बचाया जा सकेगा तथा आपराधिक गतिविधियों में स्वतः
ही कमी आएगी। इससे उन भटके युवकों के परिवार फिर से स्थापित तथा खुशहाल
हो सकेंगे। हम इस कार्य में भारत सरकार/राज्य सरकारों से मदद लेंगे। इस
पूरी प्रक्रिया के दौरान हम कई कार्यालयों, उपक्रमों, बैंकों एवं राज्यों
से (उनके सभी कर्मचारियों को हिंदी में कुशलतापूर्वक कार्य करने के लिए
हमारा प्रशिक्षण दिलाने का) अनुबंध कर चुके होंगे जिसकी कार्यवाही काफी
पहले शुरू हो चुकी है। अतः उन प्रशिक्षकों को नियमित रूप से रोजगार देने
में कोई समस्या नहीं आएगी। केंद्रीय हिंदी संस्थान, आगरा द्वारा हमारे
पाठ्यक्रम को मान्यता देने की प्रक्रिया भी शुरू हो चुकी है तथा जल्दी ही
यह मान्यता मिलने की संभावना है। केंद्रीय हिंदी संस्थान, आगरा द्वारा
हमारे पाठ्यक्रम को मान्यता दिए जाने की दशा में हमारे द्वारा दिए गए
प्रमाण-पत्र को पूरे देश में हिंदी संदर्भित किसी पद के लिए वैध दस्तावेज
माना जाएगा। केंद्रीय हिंदी संस्थान द्वारा हमारे पाठ्यक्रम को दी गई
मान्यता के आधार पर राजभाषा विभाग, गृह मंत्रालय, भारत सरकार की ओर से
सभी कार्यालयों, उपक्रमों, बैंकों (नराकास सदस्यों) को सलाह अधिसूचना
(एडवाइजरी) जारी की जा सकती है कि कार्यालयी हिंदी के संदर्भ में राकामि,
दिल्ली द्वारा तैयार प्रशिक्षण (समय अवधिः मात्र 12 घंटे) प्राप्त करने
से आपके कार्यालय में दैनिक हिंदी कार्य संबंधित समस्याओं जैसेकि नोटिंग,
ड्राफ्टिंग, अनुवाद आदि का समाधान हो सकता है; तो ज्यादातर कार्यालय,
उपक्रम एवं बैंक अपने कर्मचारियों को इस पाठ्यक्रम का प्रशिक्षण दिला
सकते हैं। पूरे देश में 16000 से अधिक नराकास सदस्य संस्थान हैं जैसेकि
गेल, सेल, ओएनजीसी, पीएफसी, आरएफसी आदि जिनमें प्रत्येक में हजारों
कर्मचारी काम करते हैं, जिनकी कुल संख्या लाखों में होगी। वे आज भी बड़ी
धनराशि खर्चकर अपने कर्मचारियों को सम्मेलनों/कार्यशालाओं में भेजते हैं
जबकि इस कार्यक्रम में प्रशिक्षण उनके कार्यालयों में ही मामूली धनराशि
प्रति व्यक्ति खर्च पर दिया जाएगा जोकि हिंदी में कार्यालयी कार्य करने
में बहुत अधिक कारगर साबित होगा। इसके अतिरिक्त राज्य सरकारें अपने
अधीनस्थ कार्यालयों के कर्मचारियों को भी यह प्रशिक्षण दिला सकती हैं,
जिसके लिए उनसे पत्र-व्यवहार किया गया है और बातचीत संतोषजनक रूप में आगे
बढ़ रही है। यह प्रशिक्षण, प्रति कर्मचारी प्रशिक्षण शुल्क (एक यथोचित
राशि जिसमें प्रशिक्षण शुल्क, पाठ्यक्रम पुस्तक, स्टेशनरी, तीन दिन का
जलपान, दोपहर का भोजन एवं अन्य खर्च शामिल होंगे) लेकर दिया जाएगा। हम
नियमित आय स्रोत के लिए उपरोक्त संस्थानों/राज्य सरकारों के साथ नियमित
प्रशिक्षण के लिए लिखित अनुबंध करेंगे। हमारे प्रशिक्षकों का वेतन,
कार्यालय व्यय तथा अन्य खर्च इन राज्य सरकारों/संस्थानों से लिए जाने
वाले प्रशिक्षण शुल्क से आसानी से निकल आएगा। प्रति 50,00,000 (पचास लाख)
कर्मचारियों के लिए 100000 (एक लाख) प्रशिक्षकों की आवश्यकता होगी।
हालांकि कर्मचारियों की संख्या करोड़ों में होगी। अतः लाखों युवाओं को
नियमित रोजगार मिल जाएगा।
